Hume Highway Yass Traffic Relief Route (Including Barton Highway Connection)

The Roads and Traffic Authority of NSW (previously the Department of Main Roads) proposes to construct a Traffic Relief Route for the Hume Highway (State Highway No 2) at Yass, including connection to the Barton Highway. It is proposed that this Traffic Relief Route would take the form of a controlled access bypass of the township of Yass from just west of Gunning Gap (276 km from Sydney) to join the existing dual carriageway on the Highway north-west of Yass near Derringullen Creek (296 km from Sydney).

The Environmental Impact Statement (EIS) was prepared in accordance with the requirements of Part V of the Environmental Planning and Assessment Act 1979, its Regulation and Amendments, with the Department of Main Roads (DMR) (now the Roads and Traffic Authority) being the determining authority. The EIS also took account of the requirements of the then Director of Planning and Environment which were conveyed to the Department in a letter dated 20 January, 1987.

The EIS was placed on public exhibition and made available for purchase between 16 August, 1988 and 28 September, 1988. Four exhibition points were in Yass, four in Sydney and one in Goulburn. Late submissions were accepted until 12 October, 1988.

A Review of Environmental Factors, which examined alternative traffic relief routes and the proposed Barton Highway connection was also placed on public exhibition from 5 February to 7 March 1986 at the Yass Shire Council. A brochure was also prepared at that time seeking comment.

This Assessment Report has been prepared pursuant to Clause 64 of the Environmental Planning and Assessment Regulation, 1980 and in response to the public submissions received during and after the EIS exhibition period. A list of submissions is presented in Appendix A.

Section 2 of this Report presents a summary and overview of the EIS. Section 3 details general comments on the options made in response to the EIS. Section 4 details the issues in the submissions to the EIS for the Traffic Relief Route. Section 5 covers some treatment of the issues for the Barton Highway Connection. Each submission has been examined and the issues raised have been itemized and categorized. The Report presents each issue and follows it with a response. Section 6 covers consideration and commitments by the Authority and a plan of the proposed scheme incorporating modifications after this assessment.
