Winding Creek and Lower Cockle Creek Floodplain Risk Management Study and Plan

This document comprises the Floodplain Risk Management Study and Plan (FRMS&P). It describes the flooding problem in the Winding Creek and Lower Cockle Creek catchment and assesses a number of floodplain risk management measures.

The agreed methodology to undertake the FRMS&P is summarised as follows;

  • Compilation and review of available information;
  • Review of Flood Study, including;
  • Review of the new 2013 IFD rainfalls to compare with the current 1987 IFDs;
  • Review of the June 2007 flood event records and advise if the design floods presented in the Flood Study are a realistic estimate of the flood risk in the Winding Creek and Cockle Creek catchments – supported by analysis and discussion of the available IFD data for the 2007 flood and re-evaluation of the design floods using the new AR&R IFD parameters.
  • Establish impacts of climate change on flood levels (for the 1% AEP event);
  • Assess the flooding issue in the study area, including;
  • Identify key locations for flood management known as flooding hot-spots;
  • Establishing hydraulic categories – floodway, flood storage or flood fringe;
  • Develop true hazard categories;
  • Identify emergency response classifications;
  • Flood damages assessment to identify potential flood damages under current conditions to be compared with costs associated with potential mitigation works;
  • Review of current flood planning controls and emergency management.
  • Assessment of risk management options to identify practical options for Winding Creek and Lower Cockle Creek through options including;
  • Flood modification;
  • Property modification; and
  • Response modification.
  • Community consultation; and finally
  • The preparation of the Floodplain Risk Management Plan.
