"A committee of senior officers from six State Authorities, having interests in flooding, was set-up to report to you on its findings on the Richmond River Flood Problem. The purpose of the Committee was to investigate flooding in the Richmond River Valley and to advise the Government in respect of the Terms of Reference set out in Ref.A3. The area investigated covers 1070 sq km of coastal plain between Casino and the coast including the City of Lismore, Ballina, and other towns. The area, which is depicted on also contains 5800 sq km of catchment for the Richmond River upstream of Casino, Leycester and Wilsons Creeks upstream of Lismore and Bungawalbyn Creek upstream of Woodburn.
The Committee's report has been published in 2 volumes:
Volume 1 of the Richmond River Flood Problem Report contains Part A comprising a general report as well as reports on the set Terms of Reference. It also contains a summary of the recommendations arising from the Committee's investigations into various aspects of the flood problem. For understanding and clarity of meaning each Term of Reference is self contained.
Volume 2 consists of Parts Band C.
Part B details the results of the investigations.
Part C summarises submissions to the Committee, information from Councils in the Valley as well as from government authorities. Additionally, Part C contains reports on individual topics and a review of other background documents and references which contributed to the investigations."
