Review of Upper South Creek Flood Study in the Context of Ongoing Development

The Review of Upper South Creek Flood Study was prepared for Camden Council to provide information about the existing flood risk in the upper South Creek catchment. The study supersedes the previous 2012 study and involved the development of new flood models of the floodplain. This was required due to the rapid development of the catchment, which is in a state of transition from the historic rural use to urban development. There is a need to develop a catchment-wide flood model that includes recent precinct developments and provide a regional modelling approach to assess and control cumulative impacts of future precinct developments.

The study area consists of the 75km2 upper South Creek catchment from its headwaters to Bringelly Road (Camden LGA boundary). An XP-RAFTS hydrologic model and TUFLOW hydraulic model were developed for the study area representing catchment conditions as at November 2018. The models were calibrated to the June 2016 event and verified with the February 2020 event. Australian Rainfall and Runoff 2019 guidelines were used to simulate the 50%, 20%, 10%, 5%, 2%, 1%, 0.5% and 0.2% AEP events as well as the PMF. Flood mapping was produced consisting of flood depths, levels, velocities, hydraulic hazard, hydraulic categories, emergency response classifications, flood planning area and flood risk precincts.
