The NSW Floodplain (Non-tidal) Management Advisory Committee was established in September 1993 by the former Minister for Land and Water Conservation, the Hon. G. Souris, under Section 17(1) of the Water Administration Act 1986.

The Committee was established for the purposes of assisting and advising the Ministerial Water Corporation in the exercise of its functions relating to land and water management issues of NSW non-tidal floodplains.

The Central Murray Region forms part of the Murray River Catchment in southern New South Wales. This area is located between Tocumwal in the east and the junction of the Wakool and Murray Rivers, approximately 20 kms north of the town of Tooleybuc. The main river systems include the Edward and Tuppal Creek to the north, the Niemur and Wakool Rivers in the centre of the Region and the Murray River to the south. The total area is approximately 8,700 square kilometres. The main towns located in the area are Tocumwal, Deniliquin, Mathoura, Moama, Barham, Moulamien, Kyalite and Tooleybuc.

In this report we have identified a number of problems which relate to the deficiencies of existing legislation, the shortcomings of existing administrative procedures, and the inadequacies of existing agency resources. We have proposed a series of recommendations which are aimed at overcoming these problems and developing a long-term program for the resolution of the fioodplain management problems of the region.
