Moulamein Levee - Visual Audit of Urban Levees Non Tidal Areas of NSW

Moulamein is located in southwestern NSW, approximately 660 km south west of Sydney. The town is located on the Edward River and is protected from flooding by a levee system located around the town. The Council levee extends around the northern and southern parts of town. A survey, which includes the levee alignment and levee crest levels, was undertaken by the NSW Department of Public Works and Services in 2002. The Council levee system is 4,390 metres long in the north and 2,770 meters long in the south. It ranges in height from 0 to 1.7 metres. This visual levee audit is designed to provide sufficient evidence to enable determination of the following:

  • Whether recently upgraded levees are being maintained in accordance with the appropriate Operation and Maintenance Manual/Asset Management Plan or other appropriate maintenance schedule.
  • Whether levees that are not in the process of being upgraded have deteriorated since the 1992 audit, which was conducted by the Department of Public Works.

The audit reports are also to recommend if the visual evidence suggests that a more detailed investigation into the condition of the levees is required.

Conclusion:

Based on findings from the visual audit, some sections of the flood levee at Moulamein appear to require immediate maintenance. Although the levee structure appears to be functional, sections are not considered to be in a sound condition. There are also numerous ungated pipes and culverts through the levee which require attention. Remaining sections of the levee, commonly sealed roads, appear to be satisfactory.
