This proposal for consulting services is submitted by Sinclair Knight Merz in response to a Consultant's Brief for the Moama Floodplain Management Study, June 1997. It is understood that Council will manage the project with assistance from the Manager, Flood Branch, of the Department of Land and Water Conservation.
The purpose of the Moama Floodplain Management Study is to address flooding issues on the NSW floodplain from about 7 km upstream of the Goulburn River confluence, to 3 km downstream of the Campaspe Riverconfluence with the Murray. The general aims of floodplain management in NSW are to plan for existing flood problems and to ensure that further problems are not created by continued uncontrolled development on floodplains.
The study objectives are to:
- identify works, measures and restrictions aimed at reducing the impact of flooding and the losses caused by flooding on both existing and future development over the full range of potential flood events
- assess the effectiveness of these works for reducing the effects of flooding on existing or proposed developments consider whether the proposed measures might produce adverse effects in the floodplain
- Prepare a draft Floodplain Management Plan for the study area. A plan of action is required (including a mix of flood, property and response modification measures), to mitigate the effects of flooding on the existing community and future development. The draft Plan should also be consistent with the objectives of relevant State policies, in particular the Flood Prone Lands Policy, the State Rivers and Estuaries Policy and Murray REP No. 2.
