Lower Butlers Gully Floodplain Risk Management Study and Plan

The Lower Butlers Gully catchment is the largest of the study catchments and rises in the foothills to the south of town. It has a total catchment area of about 37 square kilometres (inclusive of the tributaries) at the downstream end of the study area, about 600 m below Park Lane. Upstream of Church Street, the catchment is in its rural state. The stream runs along the eastern side of the railway, as a concrete lined channel in the Wrights Oval area, before crossing to the western side of the railway downstream of Hill Street and flowing beneath Seignior Street (Olympic Highway), Anzac Avenue and Joffre Street.

The objectives of the FRMS were to assess the impacts of flooding, review existing Council policies as they relate to development of land in flood liable areas bordering the Lower Butlers Gully creek system, consider options for management of flood affected land and to develop a draft Floodplain Risk Management Plan (FRMP) which:

  1. Proposed modifications to existing Council policies to ensure that the development of flood affected land is undertaken so as to be compatible with the flood hazard and risk.
  2. Proposed Flood Planning Levels (FPL’s) and conditions for future development for the various land uses in the Floodplain.
  3. Set out the recommended program of works and measures aimed at reducing over time, the social, environmental and economic impacts of flooding.
  4. Provided a program for implementation of the proposed works and measures.
