Gunnedah Flood Plain Management Study - Assessment of Floodplain Management Measures

The various flood management measures have been the subject of an assessment against many considerations, being:

  • impact on flood behaviour
  • economic cost-benefit analysis
  • visual impact
  • social impact
  • impact on heritage sites
  • ecological impact

The final scope of the Floodplain Management Plan is very dependent upon whether or not a levee is supported for Gunnedah. At this stage there are competing considerations and a lack of information regarding one critical consideration, being the view of the broader community. In the absence of a levee, the appropriate response is the implementation of a voluntary purchase scheme for properties in the Gunnedah High Hazard area and house raising for properties in the Flood Fringe area. In either case, it should be recognised that a levee may eventually be over-topped and other planning, building and response measures should be implemented as stand-alone strategies, including the establishment of planning levels.
