Flood Prone Access to Moruya Hospital - Flood Assessment and Murray Street Crossing Upgrade Concept Design

The Moruya River Floodplain Management Plan (Issue 2) (ESC, 1999) identified overtopping of Murray Street at Gundary Creek Crossing as an impediment for residents to access Moruya Hospital during floods. This report contains a detailed investigation of flood behaviour at the crossing and tests three design options for upgrading the crossing and assesses the benefits achieved and the impacts of the crossing on existing properties. A balance has been sort between provision of emergency access, cost and mitigation of upstream impacts:

  • Option 1: Raise Murray Street to 5.3m AHD and provide a 2.1m x 1.2m culvert and 2.4m x 1.2m culvert either side of the existing 2.7m x 0.9m culvert.
  • Option 2: Raise Murray Street to 5.0m AHD and provide a 2.1m x 0.9m culvert and 2.4m x 0.9m culvert either side of the existing 2.7m x 0.9m culvert.
  • Option 3: Raise Murray Street to 5.3m AHD and provide a 2.1m x 1.2m culvert and two 2.4m x 1.2m culverts each side of the existing 2.7m x 0.9m culvert.

The report concluded that option one best achieves the brief objectives of improving access to the Moruya Hospital without causing adverse flood impacts to existing development and is recommended to proceed for detailed design and construction.
