Floodplain Risk Management Study

Review of Eugowra Floodplain Risk Management Study 1999

The review of the Floodplain Risk Management Study (FRMS) for Eugowra which had been prepared by Lyall and Macoun Consulting Engineers (LMCE, 1999) involved the following activities:

  • Determining community views on flood-related issues and potential management measures to be considered in the review by the distribution of a Community Newsletter and Questionnaire to residents at the commencement of the review, followed by meetings with the Floodplain Management Committee over the course of the project.
  • Updating the investigations of Mandagery Creek and Puzzle Flat Creek which had been used in the FRMS to define flooding patterns in the township. This work included extension of the Mandagery Creek hydraulic model into the Waugan Floodplain as far as the confluence with the Lachlan River and updating the model in areas of East Eugowra potentially affected by overland flooding from Puzzle Flat Creek, using new survey data. The updated model was used to determine peak flood levels and corresponding extents of inundation within Eugowra.
  • The floodplain was divided into zones of varying hazard, based on considerations of depth and velocity of flow, as well as other flood-related factors such as time of rise of floodwaters and access of the population to high ground. The results of this work assisted with the review of controls over future development in flood prone areas in Eugowra.
  • Estimation of the economic impacts of flooding at Eugowra for the full range of flood events likely to be experienced. Damages to residential property were assessed using guidelines recently published by the Department of Environment, Climate Change and Water (DECCW).
  • Review of potential measures for managing the flood risk; flood/property/response modification measures
  • Review of Council’s existing draft Eugowra Flood Policy presently used for the control over development in flood prone areas in Eugowra, and preparation of an amended draft Flood Policy based on the results of the updated flood study.
