Concept Design for the: Coffs Harbour Flood Warning System

Coffs Harbour is subject to flash flooding (sudden, violent flooding after a heavy rain). The flooding can be both localised and widespread with the impact on the local community ranging from minor to devastating. Flood warnings issued by the BoM are general in nature and do not extend to forecasting localised flash flooding. In order to improve warning times and warning annunciation Coffs Harbour City Council has commissioned Greenspan Technology to provide a concept design for the Coffs Harbour Flash Flood Warning System.

This document details the concept design and associated costing. The design takes into account Council’s stated requirements and Greenspan’s proven principles which it applies to the design of flash flood warning systems. In summary the concept design includes:

  1. A comprehensive network of continuous rainfall and water level/flow monitoring stations located throughout the Coffs Creek, Boambee and Newports Creek catchments.
  2. Public Warning Stations located at nominated flash flood hotspots.
  3. A communications system comprising of a dedicated high speed digital radio (UHF) network and redundant radio bases installed at existing CHCC radio repeater sites
  4. A Supervisory System with SCADA software dedicated to Flood Forecasting and Warning including the ability to activate audible alarms and issue alerts via email and SMS
  5. A real time hydrological model for Flash Flood Forecasting
  6. Real time SCADA mimic / forecast viewing for the Council and the SES
  7. A mechanism to ensure relevant data is forwarded to the BoM
