Bonville and Middle Creeks Floodplain Management Study

The Bonville Creek catchment covers a total area of some 115 square kilometres and consists of three main tributaries; Bonville Creek itself, Pine Creek and Middle Creek. The Bonville and Pine Creek catchments are essentially rural in nature. Middle Creek drains the urban areas of Bayldon, Toormina and Sawtell. For this reason, most of the flood hazard and potential flood damage within the Bonville Creek catchment is associated with Middle Creek. The Bonville Creek Flood Study (October 1995) estimated design flood discharges and flood levels along Bonville, Pine .and Middle Creeks. The results of the flood study were used to define the existing flood problem and investigate various options to reduce existing flood damage and manage future flooding problems in the catchment. This report is structured as follows:

  • Section 2 provides background information of relevance to the current study.
  • Section 3 outlines the community consultation activities undertaken as part of this study and summarises the community submissions received.
  • Section 4 describes the existing flooding behaviour in the area of interest with respect to flood hazard and flood damage. The suitability of the current flood standard for the area is also assessed.
  • Section 5 summarises the methodology and results of the hydrologic and hydraulic analyses to estimate design flood discharges and flood levels in the study area.
  • Section 6 identifies the potential structural and non-structural floodplain management options which may be appropriate for the study area.
  • Section 7 outlines the existing constraints to the implementation of the potential management options.
  • Section 8 summarises the impact of the various structural options on flood levels and flood damage.
  • Section 9 provides an economic evaluation of the proposed structural options.
  • Section 10 identifies possible impacts of the proposed structural options.
  • Section 11 evaluates the impact of filling the northern floodplain of Middle Creek up to a proposed 'Development Limit Line' on flood levels along Middle Creek.
  • Section 12 presents the conclusions of the study.
  • Section 13 provides a list of references.
