This report describes the methodology used in preparing the FMP for Albury together with recommendations for further studies and works. Background to the study is provided in Section 1. A description of the information captured in the Geographical Information System (GIS) and/or yet to be captured is contained in Section 2. The methodology is described in Section 3. Sections 4 and 5 describe Council's existing flood mitigation system together with proposed changes and further works and studies. Section 6 contains conclusion and recommendations. The FMP is provided in Appendix A. The Plan includes a flood policy as well as background to the formulation of specific development controls. It also contains a summary of a review of all flood related reports available from Council.
The study area covers the entire City of Albury. It is situated on the NSW side of the Murray River with parts located on the Murray River floodplain. Albury City Council recognises the significant impact that flooding has on residents and
ratepayers and the costs that flooding, particularly large events, imposes on the community. A sustainable and implementable FMP is needed to assist Council in its decision making for developments on flood prone land in order to minimise community flood risk.
The objectives of a floodplain management plan are to formalise the floodplain risk management process "based on a comprehensive and detailed evaluation of all factors that affect and are affected by the use of flood prone land" as outlined in the NSW Floodplain Management Manual, (NSW Government, 2001). Due to the wide variety of issues and their changing significance to the community, the overall FMP may consist of several risk management plans that apply to different parts of a local government area. The Albury FMP deals with the City as a whole.
